I set the next step: With help of the users at gathering.tweakers.net I found a tool to limit the CPU usage of UCC.exe. The master server works well with only 2 to 5% cpu usage on a modern CPU (depending on CPU speed)
I'll be running a semi-permanent master server (permanent minus some downtime for reconfiguring) and I created (=! programmed) the first general release package. Details @ http://www.hypercoop.tk

If you look into your Unreal server logs, you will see something like this whenever a player leaves:

And I concur with Alice about distributing exe files only, I never download map packs distributed as exes either. If you want to do people a favor who are too stupid to use zip and copy files then keep exes but put in a normal download too

In addition nobody likes do download exe files. Mail filters delete such attachments.
Publishing EXE files is very BAD IDEA.
Publish zip archives instead.
Well, it's a self-extracting zip file. But for everyone who does not like this I also made a normal zip file.
