[CAS] Server...
i wanted to know if you guys could tell me what the best settings for MAXTICKRATE/CLIENTRATE (or whatever it called) is.

The settings are dependant on the speed of the server too but u can try this :
Try setting ticks to 30 up to 33 .. netspeed .. dont think it matters all that much so just set that one to 7500

Actually I believe anything above 25 for a tickrate is quite insane. But if Carny's servers run at such settings I suppose they are not always bad...
Please do keep the following in mind though, that the tickrate directly affects the damage of the minigun. The damage is greatest at tickrate 21 afaik.
There is one other thing. You should check back with your host if you are allowed to change these settings at all!! Tickrate affects CPU usage and needless to say what "maxclientrate" is supposed to do (even if it isn't working properly...).

I've always been advised to keep tickrate at the default of 20 and set max client rate to the maximum that your realistic upload speed allows.

My tickrate is set at 22. And the upload is limited to 5000 bytes per second per user. I couldn't notice much difference between a maxclientspeed of 5000 or say one of 10000. Keep in mind that Unreal is an old game, designed in an era when ISDN was about the best you could get (=5000).
A tickrate of 25 or more makes the feel of my server sluggish. It doesn't respond quite fast enough to asmd combos or rifle shots.
In the old days it was said to leave your server running at a tickrate of ONE even, although I don't know what a setting like that would do to precise aiming and all kinds of timers in the game. It was a crap remark most probably.
