Fixing client downloads and netspeed serverside

The mod section now contains 2 new files, the Generic Client Spawner and Minor Unreal Client Corrections.

The latter requires the first to work, but the first may also be used for other purposes...

The latter will correct netspeed settings of clients and make their cache persistent, for all the players out there who have no clues as to what their settings are supposed to be

Hiya,

On the GCS, will it handle the spawn for kickban? I tried but it didnt seem to work. ALso can it handle serverdog.a or is that a bad idea? I guess im not sure what spawns for a player and what doesnt. Trying to get as much of the mods that would use the GCS in there to reduce any lag from competing spawners.

ServerDog: HANDS OFF! It is a client spawner, ServerDog is serverside, so leave that!

Spawn Kickban... well not sure right now, because I don't know if the Kickban spawner does more than just spawn. However, should work fine with hackbusta (any release) if you know what class the thing needs to spawn over players. (hb3 would be "hb3.hb3")
