Where is that (#$&#() Cicada and rest of the ECE vehicles? I can't find it in:
Actor --> SVehicleFactory --> ONSVehicleFactory.

well, if you downloaded the ECE packet by yourself and not from server then it should be listed in the same place where the other vehicles are.
but maybe you can try to 'open packet' by yourself, dunno how the ECE package called though... maybe 'BonusPack.u'
btw, the vehicles have abit different names like the cicada is named there 'DualAttackCraft'
