According to wormbo... try by yourself on your own server if you dont believe me...
Put a fake file named "HelioS-My sexcam with him.mpg" in c:\ root and test.
I've tested it on my own server + on Die server and a few other publics => got kicked pointing to this file in c:\ ^^
About prefetch... what if someone has porn files in a selfextracting archive (.exe) ?
If he opens it once, it will be added to his prefetch files.
And if he cares that much for his private stuff including porn, he wont want it to be scanned by antitcc (without telling him).
This is a warning aimed at the whole UT2004 community

The privacy considerations aren't entirely about porn by the way.
Any data people want to keep private falls under the term data retention - and be it your self-written poems. 
To my knowledge, porn rarely comes in self-extracting archives. Most of these even have cryptic names, which don't reveal too much of what's inside. And finally, one should be careful about opening such archives by executing them, as it could very well be some kind of malware.
You are right if you say that there's a risk of such files being revealed by the scan, but chances are extremely small, so I don't really care about it. But it's a completely different story when scanning entire harddrives and network shares, of course.

I'm going to comment as an anti-cheat developer now, NOT a politician ...
I'm strictly prohibited to tell anyone how the 227 Anti works as well - aside from the obvious parts - and there are only 3 people in the world who DO have that info, and keeping it that way makes perfect sense.
The concept is called "security by obscurity". Not necessarily a good concept but a widely spread one for lack of something better, and in in-game APIs you very often lack something better, so THAT part is understandable.

It all comes down to trust.
1) If Wormbo had written it, people would have offered fewer resistance understandably, since Wormbo is a much more known and trusted figure in the UT2k4 community in general.
2) If the original intent had NOT been to keep the actual EXISTENCE of the entire tool a secret, reaction would have been far less severe as well, because people would have had a chance to debate. The way it went a coup of fait accompli was attempted and people felt railroaded. And THAT is a mistake which cannot be corrected anymore. You MAYBE can pull such stunts if you're a very well known and respected celebrity in the community, but certainly not as a relatively new/unknown player in the field.
