Game server download speed

What controls the speed at which a player downloads files from your server, is it client or server controled. If it is server controled can I increase the download speed somewhere. Dont ask why I have something in mind :oops:

To make constant download and confuse ppl of lag :shock: :roll:
Cool thing could be redirect downloads to another server with other connection to Internet.

got two servers in mind 1 for play other for downloads only the download server kicking player to ther 1.

thats a cool idea, but why not just have your website on the server, ala zora's domain?
