D/l Enabler Disabler HELP

I am having problems getting your DL enabler/disabler to work properly. I'm not too bright at puter stuff lol. I also have Windows XP which I think is part of my problem. Could you possibly give me a more detailed walk-through on this topic? It would be most appreciated!!
Also do you know where I can get a spawn-protection program? I've looked high and low and cannot find one. Thanks very much!

DL stopper:

1) unzip archive
2) copy all files to "Unreal\Maps"
3) open an ms-dos box (click start, run, type "cmd" and hit return)
4) go to your unreal maps directory (where you copied the files to

  cd unreal
  cd maps

5) your dos-prompt should be something like "C:\Unreal\Maps>"
6) Type "dl *.unr 0" and hit return
7) no more maps are downloadable

to make all maps downloadable again, do the same except here change:

6) Type "dl *.unr 1" and hit return
