The progress message is always centered. I don't think that can be changed.

Smartball's mod is serverpackaged so of course you get a ton of downloads first before being able to use any of those voice packs. Since the "optional" flag is not working in Unreal and it would only mess up cheat protections there is no other way for voice packs to function though.

a well the downloads before voicepacks cud be solved with some sort of website page opener for servers, so u can dl from server
